Since March, the epidemic has resurged in many places in China. In order to ensure the smooth national energy transportation and effectively deal with the negative impact of the epidemic on customers, COSCO SHIPPING Energy shouldered the mission of "a fleet of a great power" with all their strength, practiced the customer service concept of "credibility, safety, efficiency and transparency", taken prompt action and customer-centric measures, cooperated with all parties, and spared no effort to provide high-standard and high-quality services, ensuring the smooth supply chain during the anti-epidemic period.
Establishing a Special Response Mechanism and Creating a Service Fast Lane During the Epidemic
COSCO SHIPPING Energy has always attached great importance to customers' needs, opinions and suggestions, and tried their best to meet customers' demands. During the epidemic period, as a supplement to the "one-stop service" of the customer manager, the company set up an emergency appeal service phone and email, and a special agent was assigned to deal with all the urgent needs of customers 24 hours a day. The task decomposition, feedback and follow-up of the solution were done immediately, and the person in charge of the business department took the lead in organizing the implementation to ensure the proper solution.
In early March, affected by the epidemic, Sinopec Shanghai Gaoqiao Petrochemical Wharf notified to suspend the assignment of pilots. The company adjusted the ships with strong self-piloting and self-steering ability to perform tasks according to the characteristics of Gaoqiao Petrochemical route, ensuring the smooth transportation of crude oil. At the same time, both the ship team and the shore team pioneered the working method of "cloud measurement". The ship used explosion-proof cameras to record the measurement process in detail with the commodity inspection team and verified data that cannot be boarded. So far, seven shipments of 300,000 tons have been completed. Faced with the situation that some pilot stations were unable to provide services to ships from high-risk areas in time when entering the river from the middle of March, the company actively coordinated with relevant parties to study and formulate practical plans, effectively ensuring the operation efficiency and resource supply of ships implementing the transportation plan in the river.
Comprehensively Understanding the Transportation Needs and Formulating New Customized Transportation Solutions
In the absence of on-site communication conditions, COSCO SHIPPING Energy's staff were on standby at any time, and its business personnel maintained 24-hour service, kept in smooth contact with customers through WeChat, e-mail, telephone, etc., understood the transportation needs of customers during the epidemic, gave full play to the unique advantages of a full fleet of ships, product and crude oil, domestic and foreign trade, and customized transportation solutions for customers during the epidemic to provide transportation capacity support. The company held video and telephone conferences for many times to collaboratively solve the problems in the construction and operation of the two new crude oil terminal projects in Qinzhou and Jieyang, Guangdong, and collaboratively study the rectification plan, make overall arrangements for the trial run of transportation capacity, and fully support the project. The company closely tracked the shipment progress of upstream refineries and the storage capacity of downstream companies and made every effort to ensure the efficient and smooth delivery of upstream and downstream.
On March 13, in order to cooperate with the epidemic prevention and control work in Yingkou City, Liaoning Province, the relevant customers stopped the automobile and railroad transportation of raw materials according to the regulations. In order to ensure the normal production of the refinery, they urgently requested the company for transportation capacity and replaced other transportation with shipping. The tanker department of the company gave full play to the advantages of the company's fleet size and ship layout, lost no time in dispatching Mt. RUIJINTAN to Yingkou port to load goods, and transported processing raw materials for customers in time, which showed the company's ability to guarantee emergency transportation capacity and further consolidated the cooperation between the two sides.
In terms of LNG carriers, in order to ensure the transportation efficiency of clean energy during the epidemic, after the first night voyage of CESI LIANYUNGANG in Tianjin Port was completed at the end of last year, the company arranged CESI BEIHAI to complete the first night voyage of LNG ships in Shenzhen Yuedong LNG Terminal in early March. There were more safety risks in the night inbound and outbound navigation. All parties to the project cooperated with the MSA, relevant port and shipping units, fully learned from the experience of the first night navigation of Tianjin LNG, carried out a series of feasibility and safety risk assessments of night navigation, dealt with adverse factors such as poor light conditions at night, and implemented pilotage operations, tugboat operations, dock unloading operations, safety emergency support and other work. This time, CNNC Beihai ship seized the "window period" and played a demonstration role in night navigation, which greatly shortened the time of ships in port, greatly increased the flexibility of dock scheduling, greatly improved the utilization rate of dock berths and emergency supply capacity, and provided a more powerful support for the supply of natural gas in South China. From January to February this year, the company's LNG ships have completed 98 voyages, with a total of 15.8552 million cubic meters, 6.9808 million tons, and a turnover of 22.903 billion tons of nautical miles.
Coordinating the Linkage and Layout of Transportation Capacity and Ensuring the Continuous Improvement of Operation Efficiency Management
The production of marine terminals is relatively independent, but each unloading port has different requirements for epidemic prevention policies, which increases the difficulty in transportation capacity allocation. In order to ensure the safe production of customers' offshore oil terminals, COSCO SHIPPING Energy played a good coordination mechanism with its affiliated joint venture shipping companies, and did a good job in coordinating with agents, ports, inspection and other relevant parties to ensure the smooth performance of voyage contracts. While seizing the shipping schedule, they comprehensively evaluated the information of customers' cargo preparation, port tank capacity and other parties, and made detailed arrangements for ship speed adjustment, cargo heating and so on. Due to the impact of the epidemic, Mt. YANGMEIHU stayed in Qinzhou for shift change. The company adjusted the layout of the ship position in Bohai Bay and sent Mt. LIANSHENGHU to Penglai Terminal for standby, so as to ensure the normal production of the terminal. When the original ship of Tri-Dynas Oil Transportation Company missed the loading period of "Liuhua 162" marine terminal due to northern weather, the company also immediately coordinated Mt. LIULINWAN to complete the berthing, unberthing and discharging operations in Huizhou within 24 hours and rushed to the terminal for loading.
It is worth mentioning that the outbreak of the epidemic came at a time when Mt. YUANRUIYANG and Mt. YUANYUHE of COSCO SHIPPING Energy were put into operation. COSCO SHIPPING Energy also closely followed the first voyage of the new ship, focusing on the cabin preparation and LNG filling of the first voyage of Mt. YUANRUIYANG, and the navigation safety of the domestic coastal operation of the first voyage of Mt. YUANYUHE. As of today, Mt. YUANYUHE has successfully completed the loading of 39,000 tons of gasoline and diesel at Dalian Port, and successfully arrived at Guangzhou Port for discharging on the 20th; Mt. YUANRUIYANG successfully completed the cabin preparation operation and completed the first LNG bunkering in Singapore on the 16th, which further provided a strong transportation capacity guarantee for energy transportation.
Strengthening the Prevention and Control of Epidemic on Ship, Sparing No Efforts to Guarantee the Safe Operation
Based on the current epidemic situation, COSCO SHIPPING Energy deployed requirements on carrying out risk screening of ship epidemic prevention and control in its main fleet. Risk-screening and improvement measures were carried out on 137 ships of the company's main fleet; the company also took full advantage of the centralized online training of crew members before boarding and the pre-job training of ships to educate and interpret the contents and important measures of “The COVID-19 Prevention and Control Guide V8.0” for ship crew members, “The Group's Guidance on Further Improving Prevention and Control of COVID-19 among Ships and Crew Members (v4.0)”, and “The Ship Epidemic Prevention and Control Manual (Volume IV)” of Energy to the crew members. “The Notice on Further Strengthening the Epidemic Prevention and Control Work of Ships Arriving at Domestic Ports” was issued, requiring that the prevention and control requirements of ships arriving at overseas ports should be followed during the operation of ships arriving at domestic ports. At the same time, the number of epidemic prevention supplies was increased, including N95 masks, medical portable ultraviolet disinfection lamps, etc., to ensure that the crew enhance the awareness of epidemic prevention and control, become familiar with the necessary knowledge and master the necessary operational prevention and control skills, and provide various epidemic prevention materials in strict accordance with the requirements of ship epidemic prevention and control. In view of the impact of the epidemic, the pharmacists dispensing drugs on relevant ships were in quarantine, and the company coordinated the outpatient department to complete the dispensing and supply of drugs to three ships, Mt. ZHONGCHI, Mt. XINANYANG, and Mt. XINLONGYANG, as soon as possible.
Coordinating and Promoting Crew Shift Change, Ensuring Safety Up-to-standard
At present, crew shifts at home and abroad are subject to the impact of flights and epidemic prevention and control policies, which has further affected the already difficult crew shift work. In order to ensure the physical and mental health of the crew and lay a solid foundation for energy transportation, COSCO SHIPPING Energy coordinated all available resources according to the principle of "one ship, one policy", including the special crew shift of the Ministry of Communications, the Shipowners' Association, COSCO SHIPPING Seafarer, etc., and fully promoted the crew shift work. The company successfully arranged the internship captain of Mt. YUANWANGHU to board the ship in Sri Lanka, which was the first time that a COSCO SHIPPING Energy vessel had arranged to board the ship in Sri Lanka since the epidemic, opening up a new channel for crew shift change. The crew of Mt. YUANSHENGHU and Mt. LIANSONGHU also returned home smoothly from Sri Lanka. During the epidemic period, various epidemic prevention and control requirements and information changed rapidly. In order to minimize the impact of the epidemic, all departments of the company raced against time. In mid-March, Mt. TIANEZUO completed the repair work at Guangdong yard. Due to the arrangement that the chartering cooperation after leaving the factory was related to the oil company, it was necessary to carry out the inspection of IDLE oil company before leaving the yard. The company applied in advance on the enterprise WeChat of the shipyard, uploaded the health code, travel code, 24-hour nucleic acid negative results, epidemic prevention commitment and other information, and implemented the "fixed-time, fixed-point and fixed route" to get on and off the ship. On the premise of ensuring the compliance with epidemic prevention and safety, the ship inspection was arranged, so that crew of Mt. Tianezuo successfully changed shifts on March 17 and left the factory on March 19. As of today, 13 key foreign trade ships have changed shifts with the efforts of all parties, and a total of 225 crew members have changed shifts and disembarked.
