A total of 59 ships registered in the jurisdiction of the Shanghai Maritime Safety Administration and belonging to COSCO SHIPPING Energy have become the first batch of pilot ships to adopt the "Global Pass" electronic maritime licenses and certificates.
On February 21, major news programs such as CCTV's Morning News and Noon News, as well as Shanghai TV's Evening News, reported on the nationwide pilot program for digitalized ship insurance certificates. Notably, all 59 vessels mentioned in the reports belong to COSCO SHIPPING Energy.
The digital versions of ship insurance certificates in this pilot program include the "Certificate of Civil Liability Insurance or Other Financial Guarantees for Oil Pollution Damage," "Certificate of Civil Liability Insurance or Other Financial Guarantees for Fuel Oil Pollution Damage," "Certificate of Financial Security or Insurance for Wreck Removal," and the "Certificate of Civil Liability Insurance or Other Financial Guarantees for Non-Persistent Oil Pollution Damage" for white oil tankers. These are the first batch of "Global Pass" electronic maritime licenses and certificates launched by the Maritime Safety Administration of the Ministry of Transport. Shore-based business departments and ship ends can directly access and download these certificates for various verification scenarios such as ship entry declarations, oil company inspections, and charterer verifications. When inspected by maritime administrative authorities, presenting electronic licenses and certificates is equally valid as presenting paper certificates, significantly enhancing ship management efficiency.
